Background of the Study
Affordable housing is a critical issue for low-income earners in many parts of the world, including Nigeria. In Niger State, which has a large rural population and growing urban centers, the housing deficit is exacerbated by limited financial resources, lack of infrastructure, and insufficient housing policies that cater to the needs of low-income individuals and families (Ogunleye & Ayodele, 2023). With many residents unable to afford market-driven housing, alternative affordable housing strategies are essential to provide adequate shelter for these vulnerable groups.

The need for affordable housing in Niger State is amplified by factors such as population growth, urbanization, and the rising cost of construction materials. The state's capital, Minna, has seen an influx of people seeking jobs, education, and better living conditions, yet the availability of affordable housing remains scarce. The state government and private developers have implemented various strategies to address the issue, including low-cost housing programs, mortgage schemes, and public-private partnerships (Adamu & Abdullahi, 2024). However, these strategies often fall short in meeting the actual needs of low-income earners due to challenges such as high-interest rates, limited access to credit, and lack of adequate infrastructure.

This study seeks to appraise the existing affordable housing strategies for low-income earners in Niger State, examining their effectiveness, challenges, and the extent to which they have alleviated the housing crisis for this group.

Statement of the Problem
Despite the implementation of various affordable housing strategies in Niger State, low-income earners still struggle to access decent and affordable housing. The gap between housing demand and supply remains wide, with many low-income families living in overcrowded or substandard conditions. The strategies in place have often failed to meet the needs of this group due to challenges such as inadequate funding, poor infrastructure, and the inability of many low-income earners to access affordable financing options. This study aims to evaluate these affordable housing strategies and identify the factors that limit their effectiveness in addressing the housing needs of low-income earners in Niger State.

Objectives of the Study

1. To evaluate the effectiveness of existing affordable housing strategies for low-income earners in Niger State.

2. To identify the challenges hindering the success of affordable housing strategies in Niger State.

3. To recommend policy interventions to improve affordable housing provision for low-income earners in Niger State.

Research Questions

1. How effective are the current affordable housing strategies for low-income earners in Niger State?

2. What challenges hinder the success of affordable housing strategies in Niger State?

3. What policy interventions can improve the provision of affordable housing for low-income earners in Niger State?

Research Hypotheses

1. Existing affordable housing strategies have a limited impact on addressing the housing needs of low-income earners in Niger State.

2. Challenges such as inadequate funding, high construction costs, and lack of infrastructure hinder the success of affordable housing strategies in Niger State.

3. Policy interventions focused on improving financing options and infrastructure will enhance the effectiveness of affordable housing strategies in Niger State.

Scope and Limitations of the Study
This study will focus on affordable housing strategies aimed at low-income earners in Niger State, examining both government and private sector initiatives. It will assess the effectiveness of these strategies in urban and peri-urban areas. Limitations include potential challenges in obtaining comprehensive data on private sector initiatives and the general reluctance of low-income earners to participate in surveys due to concerns about confidentiality.

Definitions of Terms

• Affordable Housing: Housing that is financially accessible to individuals or families earning low to moderate incomes.

• Low-Income Earners: Individuals or households whose income is below the median income level and who are typically unable to afford market-priced housing.

• Affordable Housing Strategies: Programs or policies designed to provide housing that is affordable to low-income individuals and families.
